This is my new rig, for some reason, my first 5700xt card utilizes 4% of fan speed. How to bump up? I tried with OC, but it is still at 4-5%.

If your temps are “normal” I wouldn’t worry. My RX5700 rig reports odd temp/fan temps for 2 cards randomly.
I fixed it by flashing oc bios. The silent bios was stopping fans to spin at full speed
